Sir,

With reference to the letter from this Lepartment of the 6th of July and to previous correspondenc regarding the present condition of affairs in the Kwangtung Province of China, I am directed by Ar. Secre- tary Bonar Law to request you to lay before Secretary Sir Edward Grey the enclosed paraphrase of a telegram from the Governor of long long.

2. Mr. Bonar Law would be glad to receive an expression of Sir Edward Crey's miews on this telegram.

3. As regards the reference to Japanese intrigues, Ur. Bonar Law would propose, subject to Sir E. Grey's

concurrence, to inform the Covernor by telegraph that it is not clear from the telegram whether Sir F. H. May

expressed concurrence in the Chinese view but that he

need hardly be warned that any such expression of

opinion by the Governor of a British Colony would be

highly injudicious and would be repudiated by His

hajesty's Government.
